All picture-points as field located should be physically occupied as
part of a "closed" traverse. Points like utility poles, not directly occupied, but located by a "side-shot" from the
main traverse must include an independent cross-check, or tie to be as
reliable as points in the traverse.

GPS -
readings plus checks

Control established by GPS (Global Positioning System) should include; occupation
of picture points on two (2) separate occasions to insure that these
stand-alone, independent points, are certain to
be correct.
Alternately, a second GPS station can be established
near the picture point with the measured
distance between, compared to the
same distance computed by GPS results. See examples of these
below.
